Our Work

The Community Libraries Association of Uganda (COLAU) is a networking organization for community libraries in Uganda that started work as Uganda Community Libraries Association (UgCLA).
It changed name to the former and was registered as a national NGO in 2007 and has since then been joined by over 100 member libraries. The organization is overseen by a Board of Directors and operates a Secretariat managed by a National Coordinator.
Our mission is to promote literacy, lifelong learning, and community development through accessible library services. We believe that every Ugandan, regardless of age, location, or socio-economic status, should have access to books, information, and learning resources.
Our Vision
A Uganda where every community has access to quality library services that empower individuals and transform communities.
This is our blueprint to contribute to for national development through knowledge, access, and community agency. Libraries are not just peripheral luxuries but vital, dynamic infrastructure—as essential as roads, schools, and clinics—for Uganda’s social and economic change.

Mission
Our work promotes the development of productive literacy practices by encouraging and supporting the growth of community libraries. Our aim is to establish and maintain a network of community libraries throughout the Uganda in partnership with organizations that share interest in the promotion of literacy for development.
To establish, support, and promote community libraries as centers of learning, innovation, and community development across Uganda.
Our Objectives
The association is guided by the following objectives;
- To promote a reading culture in Uganda through the establishment and development of community libraries.
- To create a forum through which community libraries in Uganda can network, and share knowledge and best practices for better service delivery.

- To monitor and evaluate the development of community libraries in Uganda.
- To lobby and advocate for a supportive environment that promotes and sustains community libraries.
Our Team
COLAU is powered by a dedicated team of professionals, volunteers, and community leaders who are passionate about literacy and education. Libraries thrive through collaboration. Our organization brings together a diverse community of individuals and groups, all united by the belief that libraries are essential public goods that educate, empower, and connect us all.
This team extends far beyond our staff at the Secretariat to include; dedicated volunteers, program supportive partners, and the community members we serve. Together, we work to ensure equitable access to information and uphold the core values of librarianship. Our team includes librarians, educators, community organizers, and development professionals who work together to implement our programs.
We also work closely with local governments, school administrators, and community leaders to ensure our initiatives are culturally appropriate and sustainable.
